GNU フリー文書利用許諾契約書に従い、「変更不可能部分」「表表紙テキスト」
「裏表紙テキスト」がないことを明記しているのでしょう。

もし変更不可部分が無いならば、どの章が変更禁止なのかを述べる代わりに「変
更不可部分は指定しない」と書きましょう。もし表表紙テキストが無いならば、
「(表表紙テキストを列記)は表表紙テキスト」というところを「表表紙テキスト
は指定しない」に置き換えましょう。裏表紙テキストも同様です。

If you have no Invariant Sections, write "with no Invariant Sections"
instead of saying which ones are invariant. If you have no Front-Cover Texts,
write "no Front-Cover Texts" instead of "Front-Cover Texts being LIST";
likewise for Back-Cover Texts.
